Understanding the policy
The Queensland Government has introduced the Queensland Procurement Policy 2026 (QPP 2026), which commences on 1 January 2026. The refreshed policy:
- represents our commitment to delivering value for taxpayer money
- makes it easier for businesses to work with government
- makes it clearer for agencies to deliver through simpler rules, smarter data and stronger partnerships.
The policy was developed in collaboration with government and industry representatives, reflecting the 5 strategic pillars that outline the key outcome areas:
- Value for Queensland: Deliver value for taxpayer
’s’ money and ensure fair and open competition - Local opportunities: Create opportunities for local suppliers, with an emphasis on small and family businesses and regional enterprises, wherever practical
- Easy to do business: Simplify procurement processes to make it easier for suppliers to do business with government
- Open to new ideas: Encourage innovation and new market-driven approaches to solve challenges faced by government
- Practical economic, environmental and social impact: Drive sustainable procurement practices and build a diverse supplier base including support for social enterprises and Aboriginal and Torres Strait Islander businesses.

Key Highlights of QPP2026
Key highlights of QPP2026 include:
- a streamlined and simplified policy
- a strengthened category management approach featuring clearer responsibilities for category leads and the development of category strategies
- embedded mechanisms for policy growth and adaptation, such as consistent insights gained from the annual Minister’s Procurement Roundtable
- the new Better Data, Better Decisions Strategy 2026-2029, which leverages whole-of-government procurement data to gain insights from procurement spend and inform better decision-making
- the new Procurement Assurance Model, which ensures suppliers we work with are accountable, supported by an updated Supplier Code of Conduct 2026
- a refined and robust process for reviewing and establishing policies impacting procurement, including a new gated-approval process.
