Queensland Community Housing Investment Pipeline

We’re supporting the delivery of 53,500 new social and community homes across the state by 2044.

Through the Queensland Community Housing Investment Pipeline we’re funding community housing providers (CHPs) to build, renew, and grow social and community housing.

We’re inviting proposals from CHPs who are partnering with developers, builders, local governments, institutional investors, and superannuation funds to deliver a continuous pipeline of community homes across the state.

Funding is available for:

  • new construction projects
  • turnkey acquisitions (where ownership or control transfers to a CHP upon completion).

This program has been developed in consultation with the community housing sector to ensure it reflects what the sector needs to accelerate housing delivery.

Eligibility

To be eligible to submit a proposal for community housing to the Q-CHIP, you must:

  • be a registered CHP, or in the process of registering, or partnering with a CHP as the lead partner
  • prioritise the delivery of social homes
  • complete and sign an Ethical Supplier Threshold form and agree to terms and conditions that will be provided at the expression of interest (EOI) phase.

As part of the procurement process, you will need to provide information about:

  • tenure and suitability of the proposed site
  • how the project responds to demonstrated need for housing
  • value for money, including total development costs and state support
  • development readiness and timely delivery
  • capability and capacity to deliver the project.

Pre-submission form

The first step in the application process is to complete a pre-submission form.  This form, along with early engagement with us, is a requirement for all projects to progress.

Once you’ve completed the pre-submission form, we’ll meet with you for a discussion to ensure the project satisfies early requirements to progress. We’ll then invite successful projects to submit an expression of interest.

To be ready for a pre-submission discussion, you should have:

  • identified a site
  • developed a project concept
  • initiated discussions with the existing landowner.
