Delivering improvements for residential (manufactured home) parks
We’re delivering improvements for residential (manufactured home) parks to address consumer concerns about:
- site rent increases
- unsold manufactured homes.
This is part of our commitment in the Queensland Housing and Homelessness Action Plan 2021–2025.
How did we get here?
Last year we prepared an issues paper (PDF, 752.76 KB) outlining concerns stakeholders raised about site rent increases and unsold manufactured homes. We sought input from home owners, park owners and other interested parties on whether we accurately identified and described the issues, or if there were other issues that should be addressed.
We asked for submissions to the issues paper and asked home owners to take a survey to share their experience of living in a Queensland residential park.
We received 2,201 survey responses and 52 submissions from home owners, park owners and other interested parties. We’ve summarised some of the key results from the home owner survey (PDF, 126.06 KB).
We analysed the information from the surveys and submissions and considered the diversity of views provided to propose options in a Consultation Regulatory Impact Statement.
The Consultation Regulatory Impact Statement (C-RIS) and summary document was released on 15 May 2023 to seek feedback on policy options to change the Manufactured Homes (Residential Parks) Act 2003 and identify their impacts.
Options included:
- simplifying the sales process
- restricting the methods used to increase site rent
- prohibiting market rent reviews
- park owners required to publish a comparison document about their park on their website
- park owners required to prepare maintenance and capital replacement plans
- a limited opt-in buyback scheme for homeowners.
The public consultation closed on 26 June 2023.
What happens next?
Your feedback will inform future policy decisions made by the Queensland Government to ensure we improve outcomes for manufactured home owners while supporting industry viability. We will analyse the responses from the consultation, along with economic analysis and modelling of the residential park industry. This will help us to:
- consider the best options to address the issues
- consider potential impacts including costs and benefits of the options.
A Decision-Regulatory Impact Statement (D-RIS) will be prepared with recommendations about any proposed changes to the regulatory framework.
Subject to Queensland Government consideration, the D-RIS will be released along with information about the next steps for regulatory change, if required.

- pre-contractual advice about residential (manufactured home) parks and retirement villages
- timely and consistent decision-making to help them resolve housing issues and disputes.
We’re currently considering the outcome of a survey on consumer experiences with pre-contractual advice and dispute resolution in residential parks and retirement villages.
