The Queensland Registrar
Each participating state and territory has a Registrar or appoints a Registrar from another jurisdiction to apply the National Law and regulate providers within their jurisdiction.
A key feature of the National Regulatory System for Community Housing is that providers operating in multiple States and Territories do not need to be registered separately in each jurisdiction. Providers have a 'Primary Registrar' and are linked to a 'primary jurisdiction', that is the state or territory in which they conduct most of their business.
For community housing providers with Queensland as their primary jurisdiction, the Queensland Registrar, Mark Francis, is the Primary Registrar.
The Registrar also administers particular regulatory schemes including residential services, manufactured homes and retirement villages.
